Summary of Work Activities and Responsibilities
Under the supervision of the Benefits Head, the HR Officer for Benefits serves as the University leave custodian. The position is responsible for the initial assessment, preparation of data, implementation of attendance and leaves program of the University, as well as SSS, and other University-and government-mandated benefits.
Main Duties and Responsibilities
I. Benefits Administration for Attendance and Leaves
- Leads the implementation of policies in relation to attendance, timekeeping, and leaves, ensuring that these are properly observed by employees across categories and unit-assigned leave custodians.
- Monitors the submission of monthly/weekly absence and tardiness reports by all the unit-assigned leave custodians in the University.
- Computes and monitors the leave balances of staff, administrators, and professionals, ensuring that they have remaining leave balances to cover new leave requests being filed.
- Ensures the timely payout of the annual conversion of the unused leave credits.
- Oversees the physical maintenance and the usage (de/activation of employees and monthly attendance report generation) of the biometric systems for all units in the University, and attends to any concerns and resolutions related to the systems.
II. SSS Benefits Administration
- Serves as the main resource for matters concerning Social Security System benefits.
- Prepares the payment request through the Central Accounting Payments System to advance the release of Employee’s Compensation, sickness and maternity benefits
- Prepares quarterly reconciliation and liquidation reports of benefits payments credited by SSS to the University for submission to the Finance Cluster.
III. Other Benefits Administration
- Medical Reimbursements
- Prepares the Medicine Reimbursement report for support employees and coordinates for the timely payout every end of June.
- Attends to all communication about medical reimbursement.
- Bereavement Assistance
- Evaluates union members’ bereavement assistance applications and determines their eligibility for assistance, in accordance with the Collective Bargaining Agreement
IV. Records and Analysis
- Generates regular attendance metrics to identify patterns of availments and areas of concern on employee attendance that can provide insights for University decisions.
- Maintains the integrity of the recorded benefits-related employee information and transactions by ensuring the accuracy of entries
- Safeguards the employee data, documents, and files by complying with Data Privacy guidelines and strictly restricts access, unless duly authorized
- Orients employees, with access privileges, on how to navigate the benefits-module of the HR information system based on their authorized clearance levels.
V. Benefits Review and Design
- Generates data for statistics, analysis, interpretation, projection, and recommendation for sound organization decisions of the University, partner units, or as support to collective bargaining agreement process.
- Assists in conducting roadshows to create buy-in for the new Benefits packages.

Minimum Qualifications
Education and Experience Requirements
- Bachelor’s degree in management, preferably in HR, finance, or accounting
- More than 5 years work experience; preferably with experience in managing benefit claims and designing organization benefits
